The Lisbon Treaty would have introduced significant institutional reforms that would have made the functioning of the European more efficient. But its provisions were short of meeting the aspirations of European citizens for a more participatory and accountable European Union. It is for this reason the "Five Demands" petition calls on five key reforms for making the European Union more democratic. Please join your voice with ours and let decision-makers know that we, the citizens, call for a fully democratic Europe.
We, the undersigned, demand the following reforms for a truly democratic, accountable and efficient EU:
true European elections "True European elections contested by real pan-European parties running common campaigns across the EU." Read why
an elected Commission "Each EU party nominating its candidates for Commission President and Commission members ahead of European elections. The Commission will then be composed of members of the winning party (or coalition of parties) in the directly elected European Parliament." Read why
parliamentary control "The European executive must be accountable to the European legislature. The European Parliament needs to have greater scrutiny of Commission and Council decision-making powers and be given the right to initiate legislation." Read why
democratic decisions "Decisions on Commission legislative proposals to be taken on an equal footing between the Council representing EU governments and the directly elected European Parliament representing the people." Read why
dialogue with citizens "We ask for greater consultation of civil society and stakeholders when EU legislation is drafted and for greater communication and constant open dialogue between EU citizens and EU institutions." Read why
